Companies are not going to care how effective their systems are. They are going to choose the cheapest version that meets the minimum government regulations.
I think that is where you are wrong. Not every industry is corrupt and in addition the better quality cooling units and strippers you get the more efficient your machine runs which save them money in the long run.
